I've been dealing with stutters and multiple games on my newly built PC about two months ago. These issues started from the very beginning. I've attempted various solutions without success. The games that cause problems are Hogwart's Legacy, Red Dead Redemption 2, Outward, Ready or Not, Metro Exodus, Chained Together, all available on Steam. Interestingly, only Party Animals, Rocket League, and Black Ops 6 run smoothly on my system.
My hardware specifications are:
RTX 4080 Super
R7 7800X3D
32 GB DDR5 6000 mHz RAM
WD SN850X 2TB
FSP Hydro G Plus Gold 1000W PSU (recommended by the store where I had my PC built)
Windows 11
I've checked that my GPU and CPU are functioning properly. I used Cinebench 2024 for both, but I'm unsure if this is sufficient testing. My CPU score was around 1050 (three tests), and my GPU scored about 26000 (tested once). HWmonitor showed temperatures stayed within safe limits during gameplay—CPU max at 75°C, GPU between 50-60°C. Thermals aren't the issue, but I might need more testing with different programs.
I've tried several things:
- Adjusted BIOS overclock settings to EXPO 1 and 2, plus custom timings from a YouTube video for Ryzen 7000 series.
- Disabled iGPU in BIOS.
- Reinstalled Windows (cleaned the system).
- Reinstalled GPU and chipset drivers.
- Ensured BIOS was up to date.
- Used rBAR settings in Nvidia Profile Inspector.
- Updated DLSS files in certain games.
- Enabled/Disabled EnableULPS in Registry Editor.
- Applied Control Flow Guard override for DX12 games (used specific game files).
- Downloaded a stutter fix mod and dependencies for Hogwart's Legacy and RDR2.
- Increased shader cache to various values.
- Set frame caps to stable levels, though this didn't prevent drops.
- Activated Game Mode in Dashboard app.
- Enabled Hardware Accelerated GPU and Windows 11 Game Optimization.
- Turned on Power Saving mode performance in Nvidia Control Panel.
- Verified game file integrity.
- Cleared Steam download cache.
- Installed Rivatuner and MSI Afterburner, capped FPS with them.
- Disabled all overlays.
Despite these efforts, nothing has resolved the problem. My main concern is that my 99% FPS in Nvidia Overlay frequently drops from around 120 to 30-60 FPS (random), though most of the time it stays near 120, sometimes dropping up to 5 FPS. This instability makes it frustrating, as I spend most of my time adjusting settings or simply changing them to try and fix the issue. I've tried numerous variations, but nothing works consistently. I'm finding it hard to pinpoint the exact cause since it seems to stem from a mix of OS, BIOS, and hardware settings.

test the SSD with wd tools, then update firmware if possible
verify RAM with memtest
does it crash when afterburner is not installed?
motherboard drivers are current as well?
monitor frequency during drops in FPS
does changing in-game settings to low and 1080p resolution affect this?
