I located a file with DX9 already set up, but those games aren’t running. I’m unsure how to adjust the clock speed within DosBox’s settings.

You might want to verify whether Android supports a DOSBox-X port, but it's possible to confirm.

DX8 and 9 indeed back Win98SE. This wasn't something I expected since I believed DX7 was the final Direct X release for version 9.
