Issues have arisen with the Ryzen 7800X3D and 4090 GPU setup.
During additional testing, it became clear the issue stemmed from the GPU operating in PCIe 1x mode during a cold boot. I resolved it today by updating the BIOS for my MSi B650 Tomahawk WiFi (7D75v1E; AGESA ComboPI 1.1.0.2b), which was just released two days prior.
