My i5 isn't working properly. The details of your system are listed: an Asus H81M-K BIOS 1103 Antec vp450 Radeon, Windows 10, 16 GB RAM, Intel i3-4130 at 3.40GHz. Despite resetting the CMOS, upgrading the BIOS, using a bareboard setup, and checking forums and Intel support, the issue persists. Some suggested possible causes like a faulty motherboard, PSU problems, or a defective chipset. I'm really unsure what to do next.

Have you checked previous BIOS releases? It needs to be version 0703 or newer for compatibility with your CPU. (You're using an 87 chipset CPU on an 81-board.)

I haven't tested it yet, but I recall from my searches last month that the i5-4690k requires a minimum BIOS version higher than 0703. The information came from an Intel or ASUS website, though I haven't tried it myself and it's an older model.

I just mentioned that. Your CPU was built for a Z87 chipset, but you're using a H81 budget board. It should work with a BIOS version of at least 0703. However, the H81 boards are much more limited than Z87 boards. You might want to upgrade to a Z87 board because you can't even overclock the unlocked 4690K. Why buy the unlocked CPU if you can't really speed it up anyway?

I was thinking about getting a better CPU soon, but money constraints stopped me from buying a new motherboard yet. My idea was to purchase a CPU with more power once I have enough funds for a fresh motherboard later, while keeping a solid processor in mind.

I believe the issue should resolve on its own when you switch to a Z87 board. However, until that happens, you're limited to testing only various BIOS versions.

In fact, you were incorrect about the chipset—it's built for the 97 series. The 87 series needs BIOS updates. Still, it should function as long as the BIOS is current, no matter the 1150 chipset being used. There must be an issue.

I’ve got the updated bios for 1103. I noticed the earlier version mentioned an I5-4690K requiring a BIOS higher than 0703, but the corrected version clarifies the requirements.

I know. Thus me saying that something is wrong. Your board should be running perfectly fine with that CPU. Turn off your computer, and remove the CMOS battery for 10min. Then put it back in. Keep it plugged into the wall.
