I'm based in Pakistan and the internet costs here are higher than in other areas. Recently, a problem was discovered in the submarine cable near Egypt in the SeaMeWe-5 cable. Check the details. My ping dropped from 150ms to 300ms when connecting to Europe and the West, while it remains stable in the East (except for India). The ISP mentioned in the news said the fault is on the cable from France, and they are moving traffic to other submarine systems from Singapore. Is this the main cause of these issues, or could it be related to my home router? The ISP is Transworld Associates.

The ISP's problems can definitely lead to ping issues.

Yes, you can try adjusting your settings or location to the Europe region to potentially lower latency.

The issue likely stems from the cable causing packets to travel a longer path, raising latency. The best solution remains repairing the cable.

Using a VPN or a proxy via Russia might only provide a short-term solution.

I think packages naturally take the quickest path. Still, it might be worth experimenting with routing through a VPN to see if it offers an alternative.

Based on your experience, the most reliable VPN for your area should offer minimal latency when connecting to global servers.

Any VPN. I use NordVPN and ExpressVPN, but I doubt you'll see any improvement. The outbound connection to the VPN server still has to be made on the redirected infrastructure. Thankfully, your ISP had a backup. If it didn't, you'd be doing much worse than a 300ms latency!
