The XMP profile is set for the RAM at 3000mhz and 1.35v, yet when I apply it in my BIOS the frequency stays at a lower 2133mhz.

Yes, it aims to enhance memory through three power cycles followed by a boot. After that, it reverts to the default setting of 2133.

I don't recognize a power cycle yet, so it's unclear what you mean. However, when I turn on the lights, they only flicker once. (LED/RGB)

It seems the system frequently encounters a blue screen when exceeding 2866, indicating a "page fault in nonpaged area" error.
