You're experiencing trouble connecting via WOL over a WAN when switching between locations. Your home PC is set up for WOL, but you can't activate it from school using wireless. TeamViewer also works, but your router lacks an IP address, and TeamViewer appears to be affected.

Your school network likely restricts no-ip domains and uses a firewall to block WOL port traffic.
