Have you checked for scans using antivirus tools such as Windows Defender? Have you also run anti-malware programs like Malwarebytes? If no harmful files are detected, it might be any software requiring the command prompt to function. On my machine, Fan Control is a standard utility, but it occasionally triggers a brief command prompt display during updates or restarts.

Navigate to the top section (CPU/Memory/Disk, etc.) and turn on the Command option. View the actual commands being executed in that column.

You might also review the Windows scheduler to find tasks scheduled every 30 minutes. This isn't the first time I've encountered something similar.
