To eliminate it in Windows 10, you need to wear your tinfoil helmet and employ tools like spybot anti-beacon, which might either stop or remove data collection apps from connecting.

You can't prevent it. You can lessen it, which you can already manage via the Settings panel. Windows simply disregards all firewall, host, and other actions. This approach aims to stop malware or viruses from redirecting traffic to their servers.
