I've checked the default configurations and tried everything, but nothing helped. I prefer formatting over other fixes.

Don't stress too much, as the process of taking out the SSD and reinstalling it caused the SATA connector to break off along with a pin. I attempted to reattach it by soldering, but I accidentally took off the solder pad. Right now I’m stuck with a non-functional SSD unless I find a way to fix the pin or get expert help with PCB work and soldering. If anyone has suggestions or knows a place that can repair the pin, please let me know. I’m planning to purchase an 850 Evo 250GB tomorrow.

You're asking for clarification on what "Safe Mode" means in this context. It likely refers to a specific operating system setting or feature that prevents the system from starting normally, possibly for troubleshooting or security reasons.

It wasn't a big deal at the time, but I was attempting to reach F8 and it didn't take me to the advanced settings. The SSD is in bad shape now—the SATA pins are damaged and can't be reused since the solder pads have fallen off the board.

Windows 8 and 10 don't have an F8 option. It was eliminated because fully UEFI systems can boot up instantly from the click sound to your desktop in under six seconds. You can't reach it by pressing F8. To get there, you must restart the system three times before a recovery menu appears.

I checked it and found it still present, though catching it was out of the question. I reached the fail boot screen, but it kept looping.

It seems the issue vanished. Likely caused a boot failure three times before, just a coincidence.

It finally reached that display independently.

When repair options are limited and booting into safe mode isn't possible, you may need to reinstall Windows. If data loss is the concern, creating a bootable Linux LiveUSB and transferring your files to another drive can help preserve information.
