Probably contacting MS to send "telemetry" I've observed this on a test environment system as well. Task Manager is no longer reliable for tracking all system activities. We are evaluating alternative task managers with greater precision.

You can always arrange by network use to check what appears. However, agreeing with emosun means Win10 isn't giving you the full picture

.NET Runtime Optimization runs when a .NET app is installed or updated on your machine. It’s triggered by recent redistributions. Learn more at the provided link. For network monitoring, open Resource Monitor, select the Network tab, and check for processes using internet bandwidth. Windows telemetry involves minimal data transfers—typically a few kilobytes daily, usually around once per day. Mostly, your network usage stays low, often near zero.
