I noticed several posts regarding video output problems after a recent build, but each seems to be unique. Here I go.
I assembled a new PC using the following parts:
Processor: AMD Ryzen 7 7800x3x
Cooler: Fractal Design Celsius+ S24
GPU: Gainward RTX4080 Phantom
Memory: MSI MAG B650 TOMAHAWK WIFI
Storage: Samsung 990 PRO 2TB
RAM: Corsair DDR5-6400MHz VENGEANCE RGB
Power Supply: Corsair RM1000x
Storage Connector: 2 x 2TB Samsung 960 EVO
Case: Fractal Design North
The current situation is:
When I power off the PC and then restart, there is no video output on the monitor (most of the time, I’ll explain later). I connect remotely to the PC using my iPad, log in to Windows (which automatically starts when remote connects), restart via the Windows menu, and everything functions properly. All installations or app launches that require a restart are working fine.
The HDMI cable is plugged into the GPU, but the behavior remains consistent with the motherboard.
When the PC is running normally, I have no problems. I’ve been using it and playing games all day today (the build was yesterday).
I don’t recall when the issues started, thinking they might have appeared after installing Windows, as I turned off the case to close it.
Until I discovered the remote connection method, I reset the BIOS (since I had previously tried disabling the iGPU), updated it, and performed several forced restarts. I also switched the cable from the motherboard to the GPU, and sometimes it works.
I have verified all connections and believe everything is properly connected, so I’m at a loss about what else I could try.
Anyone have any suggestions?

It doesn't appear the MB has that setting. I attempted to delete the memory context restore feature, but it didn't alter the outcome.
