Issue with unusually slow input/output performance on X570 platform
Background: this is an old system that I'm refreshing for my own use. It was a workstation previously and I found it had 4 bad sticks of RAM, which I've replaced, solving the memory errors and BSODs that went along with them. However, I'm still unable to get it to feel quick again, and despite changing SSDs I'm hitting a ceiling with performance and I don't understand why! At this point, since I replaced the RAM and SSD, I feel the problem must be CPU or Motherboard...but how? And what can I do to confirm or fix it? I need your help!
System:
OS: Windows 10 Pro
CPU: Ryzen 5 5600X (3700 MHz)
Motherboard: ASUS TUF Gaming X570-Plus (Wi-Fi)
(new) RAM: 2×32GB G.Skill Trident ZRoyal 3600 MHz
GPU: RTX 3090 (Gen 4 x16)
(new) SSD: Samsung 990 EVO Plus 4 TB (same issue with WD SN850X)

What I've tried:
Latest chipset drivers, BIOS, firmware, etc. Could not install Samsung NVME driver, but have latest from Microsoft.
New RAM and SSDs. Have experienced performance issues on 3 different SSDs now.
Removed SATA drive
Full power settings, no obvious performance limiters in BIOS or OS settings

The drive is located in MoBo’s two M.2 slots—upper (Gen4) and lower (Gen3). Clarify which slot contains the drive. The solution often involves replacing the component. If a new CPU resolves the problem, it likely relates to the previous one; similarly, a fresh OS installation with a clean boot may resolve software-related issues. Running CrystalDiskMark in Safe Mode can help determine if the drive remains slow.
