Hello, I've faced this problem for some time now. Initially, when logging in, the task bar appears empty, showing only a few icons on the right. Most functions work fine, but it becomes useless without internet access, which is why the taskbar doesn't show properly. Occasionally, some items appear in the task bar during startup, and sometimes the whole process takes a while—sometimes just a few clicks and everything loads correctly, other times it takes minutes. When this happens, a loading circle appears in the task bar. Once the PC is running smoothly, everything works perfectly. I've tried all the advice given online: opening consoles, entering commands, using startup repair, resetting the PC multiple times, and more. Any assistance would be greatly appreciated.

He also had similar results (a lot of that), so it worked best with a new installation. Yes, Windows should be reinstalled.

From the Windows CD, use a bootable USB drive. You can install Windows without damaging your data files—just touch only the Windows files. The installer will let you do that. It really doesn’t matter which method you choose, according to what you see.

the installation didn't succeed or the issue persists. To fix display drivers/nvidia gpu drivers, uninstall them completely via safe boot and reinstall the newest version. You can find detailed instructions on google. If you have extra storage, consider reinstalling windows entirely from scratch—either by installing on another hdd or combining data across multiple drives and flashing Windows10. Another option is downloading the latest windows directly from Microsoft. Alternatively, try using Linux Mint 21, which is available from a bootable cd/usb drive until the problem is resolved.
