Your CPU is running at 800Mhz instead of the advertised 2.00GHz. This could be due to BIOS settings, power management, or thermal throttling. Check the BIOS for performance options and ensure it's not limiting speed. Also, verify if the system is properly cooled.

Is the system under load? Likely, you're running an intensive task. At 800MHz it's probably the base frequency, with 2GHz as the boost. Launch Cinebench or a demanding program to confirm it reaches 2GHz (or nears it if single-core performance is slightly lower).

opening chrome causes maximum CPU activity, with usage at 100%. The processor remains at 800MHz even during gameplay, suggesting it's locked at that frequency.

The system is operating with either the Balanced or High Performance power plan. The maximum CPU speed setting is confirmed at 100% in the advanced power plan settings. It is currently powered via battery or connected to a power source.

You're looking to verify your CPU performance, perhaps using HWiNFO or Task Manager.

The system is running on a high-performance power plan. After connecting the charger, I added a good battery, and it began charging. This setting appears under the advanced power plan options.

Confirm the adjustments are correct. Retrieve ThrottleStop and review its output on the monitoring panel. Capture a screenshot of the ThrottleStop interface during stress testing.

I saved Throttlestop and upon launching it my computer froze. I rebooted and tried again, but the issue persisted. The latest update I began using was just when a BSOD appeared on February 8, 2020 by AcerDark

This behavior is unusual. It doesn't normally lead to a blue screen. It looks like your device is detecting an issue—like overheating or insufficient power—and is reducing the CPU speed to protect itself.
