I think setting applies mainly to RGB devices connected via ARGB/DRGB headers. I reviewed the user manuals for both the case and the motherboard. The case includes a regular power LED, so we don’t need to worry about RGB power LED concepts. The motherboard is more complex—it features two power LED headers, one beside all front I/O ports and another next to them with speaker connections. They might be connected in some way, but it would be worth checking if the power LED functions identically in both. There’s also a "Deep Sleep" feature (note: in BIOS under Advanced/South Bridge Configuration) intended to disable USB ports when the PC is off. The manual lists it as "Disabled." From other discussions, it seems setting it to "Disabled in S4-S5" would help ensure proper shutdown. I don’t have direct experience with this specific board.

I managed to resolve the issue through several attempts. Perhaps because I put the PC into sleep mode, turned it back on, and then shut it down, the LED resolved itself.
I understand this update is quite a while ago, but it resolved the problem for me. The same motherboard you mentioned means it seems to affect only those older ASRock B450 models. Thanks!
