Hello, your recent purchase of the Corsair Vengeance RGB PRO 16GB 3000MHz C15 kit didn't reach its full potential, only reaching 1500MHz in your system. Your setup includes a Ryzen 5 1500X, an Asus Strix B350-F Mobo, and an RX 570 GPU. You previously had 8GB of 2400MHz RAM and managed to get it working before. You've experimented with AI Tuner settings but haven't succeeded yet, especially since you're just starting out with overclocking.

It operates at double the speed. 1500 megahertz equals 3000 megabits per second.

The value at 3000 MHz equals approximately 1500 MHz in reality. The system is operating correctly. HWiNFO displays the actual speed, whereas Windows appears to vary unpredictably.
