Hello, two years ago I upgraded my local PC hardware by moving my setup to a new case. It had specs like a 3070 processor, an i7-10700K, a Z490 graphics card, and a gaming edge with Wi-Fi, a motherboard, and a PUE A750 power supply (80+ gold). They couldn’t find another CPU power cable that would work because my PSU required a specific type of cable. As a result, they only offered an 8-pin cable for the CPU instead of the standard 8-pin + 4-pin setup. They advised me not to open any editing software before using the 4-pin connection. Is this a solid rule?

Only the 8-pin version is necessary. You're okay without it. If you truly need it, you can obtain it, though it isn't essential. A similar discussion appeared yesterday, and @manikyath provided a helpful explanation.
