Your display is experiencing screen tearing despite v-sync being enabled. Check your graphics settings, refresh rate, and ensure there are no conflicting resolutions or hardware limitations.

It limits your frames per second based on your monitor's refresh rate, which is usually around 60fps but doesn't enforce a strict cap. It differs from Gsync even though the names sound alike.

I understand you're not aiming for G-Sync. To boost V-Sync performance, you might want to set a higher FPS cap.

Verify your worldwide configurations in NVIDIA's control panel. It might be configured to bypass the game's V-sync settings and switch it to Off.

Global settings are located within the application's configuration interface, typically found in the main menu or settings panel.

Vsync limits your frame rate to match your monitor's refresh speed. It ensures your FPS stays at or below the display's maximum, such as 60fps on a 60Hz screen. You can disable it to allow higher FPS.

The issue remains because v-sync isn't preventing the screen from tearing.

The name V-sync refers to synchronization, meaning it aligns the video card's frame rate with the monitor's refresh rate rather than limiting FPS. It doesn't cap performance but ensures smooth display timing. Your question about screen tearing despite using V-sync isn't addressed here.

I believe the issue lies in the program settings within the Nvidia control panel, though I'm not entirely sure. I'm currently using my laptop.
