Issue with Steam Store functionality

I reside in the Dominican Republic, so my Steam store country is automatically set to DR. Adjusting it isn’t possible since Steam identifies my location. I can still use my local credit card for purchases, but I’d prefer to use my PayPal account. The issue arises because the address on my PayPal is registered in the United States, which makes it harder for Steam to process transactions from my country. It seems many users have their PayPal addresses set to US couriers, and I’m not sure if that’s allowed. Can anyone help resolve this?
