Ok but this is a telus modem. OP's issue is something else. No idea why he's using plex, he should be using a different port for manually port forwarding not 32400.

Confirm all configurations are accurate and unchanged. Check if the server’s internal IP has shifted. Verify your external IP remains consistent. Ensure the server is listening on the right internal port. Confirm the remote connection uses the proper external port. Look for any devices between the connections—such as another router or firewall—that might block ports.
