It's a bad port, apparently. It doesn't run well on single cards, let alone two or more. You may have to wait for updates to the SLI profile.
Give them a chance. Slip didn’t perform well on the first day for many titles.

After several restarts, it finally began functioning properly. The character models were truly impressive in their detail. Apart from that, the overall graphics didn’t see a significant upgrade. At least I received the game for free.
The majority view among those who’ve managed and played the game is that the port quality is average. People are divided, with some praising it while others criticize it. The SLI scaling seems to be fairly standard rather than exceptional.
Do you have the newest drivers installed? I encountered no issues running at 1440p, perhaps try turning off v-sync. I played the game for a full 10 hours today and maintained a smooth performance without any frame rate problems. Scaling isn't always ideal but I noticed around 70% or higher usage on each GPU most of the time.
