Do you have another gpu available to borrow for testing or to bring along for evaluation elsewhere?
This seems to be an interface problem either with the card or the board, but I need to confirm with another card or board to clearly identify the cause.
At this point you've already tried all the alternatives I usually recommend.

I just noticed a mistake in the actual PCIe link state when idle. It should be 'PCIe x16 5.0 @ x16 1.1', but it currently reads as 'PCIe x16 5.0 @ x16 3.0'. When gaming, it should be 'PCIe x16 5.0 @ x16 3.0'. Check the BIOS settings for PCIe lane configuration to ensure it isn't mistakenly set to split the x16 slots into x8/x8 mode, especially if you're using SLI/Crossfire setups. Also, verify that the resizable bar isn't enabled in the BIOS after updating, as this shouldn't impact PCIe lane behavior. If these changes don't resolve the issue, there could be a hardware problem with the PCIe pins on the card or the CPU socket pins.
