With this problem I'm struggling to understand. I have a functional system equipped with an ASROCK z690 motherboard, a 750w Corsair power supply, and a 2080 RTX. I upgraded by adding a 4090 and an FSP Hydro Pro TI 1000. If I install the 1000w and 4090 together, the computer fails to start. The motherboard lights up when connected, but when I press power everything flashes and the fans in the PSU spin for less than a second before shutting off.

I've tried various solutions and would really appreciate some guidance. This is getting quite frustrating.

What I have attempted:
1. Swapping the FSP 1000w, same model, still has the issue.
2. Removing the GPU allows the system to boot normally.
3. The FSP 1000w doesn't boot when connected to the 2080 using a 6 and 8 ping ATX.
4. Restoring everything back works fine with the 2080 and 750w.
5. Performed a CMOS reset.
6. I change the cables each time to those included with the PSU.
7. Used four 8-pin ATX connectors instead of the standard 12-pin on the 4090.
8. Tested a different wall outlet, nothing else connected.
9. Disconnected non-essential components one by one.
10. Switched to a different PCIe slot.
11. Experimented with various cable and slot combinations on the modular PSU.
I just can't figure out why it won't boot when either GPU is installed, while the previous configuration still functions properly.

This indicates a clear indication that one of the PSU protections activates and stops the system. Because this occurs with both GPUs, it's unlikely the GPU itself is faulty. It's more probable the PSU is defective or the cables are improperly connected. If you attempted two FSP connections, it's likely the latter issue.

What cable might I have connected incorrectly? It boots without a GPU, which suggests the CPU and motherboard cables are working properly. The new GPU only needs the 12v atx3.0 cable, and there’s just one slot available. I’m considering that the PSU protections aren’t matching the power draw from the motherboard with the GPU installed. I tried a different PSU but still wanted to use this one.

It doesn't seem like the motherboard is the issue, since it functions properly with other PSUs. Therefore, the fault likely lies with the power supply unit itself.

Just to let you know, I have an MSI MP3 player with 1000w power and the ATX 3.0 cable, and it's working fine. Still quite disappointing.

Well, it seems like things have taken a turn for the worse. The number of issues with new hardware from the store has risen significantly. Quality checks appear to be falling short lately. Plus, some items that were meant to work together aren't actually compatible for any valid reason.

Please ensure your motherboard BIOS is updated to the most recent non-beta release, then re-test your RTX 4090.
Question: Which Asrock Z690 motherboard do you own, and what was the BIOS version before making the update, according to your advice?
Addendum: Ignore the previous message. I might have overlooked your update about the MSI mpg 1000w. Thank you for the good outcome.
