The monitor and cable functioned properly on an older computer. The sole additional output from the motherboard is a display port, while the monitor supports only HDMI and VGA.

Yes, the VGA light is active. It’s unclear if that matters, but there are RGB lights on the board too, and the cooler fans are running.

Confirming the cost is around 14.7 million, and I also tested an older GPU with the monitor connected—it still had the same issue.

It's hard to tell if the issue is with the CPU or motherboard without having backups of each. If you received it new, consider returning it or initiating a return request. Otherwise, you might be mixing up components.

Disconnect the CMOS battery, then run CLERK.CMSO.CLEAR_CMOS. Swap the battery and attempt to start in Setup (Bios). If the VGA indicator remains lit, the circuit must be replaced.

Would it really be just the motherboard that’s the issue, rather than the CPU as Agall discussed? I’d safely send both in case either one could be the culprit.

Consider whether you need the same motherboard or if another brand like Gigabyte might be better. You could go with the ASUS TUF Gaming Z790-Plus Wi-Fi instead.
