Have you attempted to unplug and plug back in the KB/mice when they aren't functioning? Because if they work, you won't need to restart the PC twice. For a Windows update, check the installed packages and remove the newest ones. This should restore the system. Then install the packages one at a time to identify the problem.

usb port can remain inactive without waking up. You may navigate to the control panel, device manager, locate the usb port connected to your mouse or keyboard, and right-click to open properties. Check the power management section to ensure Windows doesn’t shut down the device for power savings. This approach helps avoid needing to disconnect repeatedly to reactivate the port. If using a wireless setup, consider updating the driver or managing it via device manager without forcing shutdown (such as for bluetooth or wireless devices).

Well, this might be another possibility from a cold boot situation. Occasionally, I've encountered the same problem where, when I power on the build and reach the OS, one of my USB devices either doesn't function at all or uses the default lighting profile because iCUE can't detect it. Simply unplugging and replugging resolves the issue consistently. As for why the OS or dedicated software sometimes fails to recognize all USB devices at any time, I can't pinpoint a specific reason. After all, Windows isn't particularly well-written.
