PC specifications include a RTX 3060 with 12GB of OC memory, a Ryzen 7 1700X featuring eight cores, 32 GB of RAM. Performance remains stable at 30-60 FPS under normal conditions, even when running Minecraft with shaders and 16 chunks loaded, while the CPU consistently reaches 100%.

Clarify/explain your terminology.
"Hop on", "shaders", "chunks", and "normal settings".
Update your post to include full system hardware specs:
Motherboard, PSU (make, model, wattage, age, condition), disk drive(s) - make, model, capacity, how full?
Are you familiar with ping, pathping, and tracert?
All in all the lag may not even be within your control.
More information needed.

It seems you might be experiencing issues with resource packs or heavy shaders causing performance problems. Try removing the added files to check if it resolves the issue.
