my specs are 32gb ram with an oc speed around 4000mhz, an i9-9980xe processor featuring approximately 6 cores at about 4.8 to 4.9 ghz, a rog rampage vi extreme omegas motherboard. when playing at resolutions like 3840 x 2160 or higher, i see frames staying below 70 on average. should i expect better performance with the rtx 4090 even under bottlenecks? i want to know exactly where i'm being limited.

The CPU is the main limitation. Upgrading to 12400f or even 12100f can significantly boost your FPS.

What's the top Intel CPU option that matches that motherboard socket? Are there any processors that perform better than those typically listed for that socket type?

I'm looking to see if any modern CPUs with that socket type LGA 2066 work. The i9 9980xe seems to be the best fit, but I might just need a new motherboard.

You can also use a 10th generation CPU, but not the latest models, so the list that fits will be suitable.

But they seem to have various socket types, so it might not fit on your motherboard after all.

Depends on the game and settings.
Turn your settings to all low and see if the FPS goes up if so nothing to fix.

Review the list provided above. These are your sole options, encompassing 10th generation CPUs.
