I've restarted the router and computer several times. This issue has persisted for 3 to 4 weeks.

Consider connecting an ethernet cable to your computer; this might resolve the issue since it could be unrelated. I installed 200ft of ethernet cable into my room and now experience better internet performance, with lag more tied to server distance and ISP or server load. If the problem continues, it might relate to game files—reinstalling could help.
