I'm just getting started with CPU overclocking and sorry if this seems confusing. My i7 9700k was boosted to 5.1Ghz, but in Task Manager it fluctuates by about 300Mhz during Cinebench 20, then snaps back. I've tried 5Ghz and it drops to around 4.7Ghz. Stock speeds range from 4.9 to 4.6Ghz, regardless of setting. Temperatures stayed in the low 70s throughout. Avx offset is at 0, CPU model is i7 9700k, MSI 390 Gaming, 32GB RAM, running Windows 10 with latest update.

I didn't realize I had left it at zero, and I verified it was saved correctly.

The offset isn't storing properly in the BIOS, so update the BIOS.

I modified the bios settings and the problem remains unchanged. R15 operates fine, while R20 lags about 300MHz.
