I'm experiencing issues in GTA 5. At startup, it displays a message about needing an internet connection and being offline. It mentions that the offline activation data couldn't be loaded, suggesting a possible internet problem. The Steam version was purchased and the connection seems fine.

Check the game files on Steam, restart your system and attempt to launch the game again.
If issues continue, install the Rockstar Games launcher directly from Rockstar and try launching it once more.

I attempted but the issue persists. A friend recommended using a VPN while playing the game. I'll update you if it resolves the problem.

I believe turning off outbound rules in the control panel should fix the problem. A tutorial on this can be found on Google. Free VPNs may slow your connection, but the outcome depends on you.
