I recently assembled my own computer and it performs well most of the time. There have been instances where launching a game causes very low frame rates. What bothers me is that the GPU is running at 99% usage while drawing minimal power. It’s a 4070 Super with an i7-13700K and 32GB RAM. After a few minutes it stabilizes. Didn't mention that I've verified and the GPU drivers are current.

Occasionally this occurs because of faulty power management. The screenshot shows it frozen at idle clocks, indicating the issue. Typically, you can open the NVIDIA Control Panel and adjust Power Management to Prefer Performance to stop it, though this might raise idle power usage. You could also modify the Windows power plan to ensure it isn’t in the most aggressive saving mode.
