I built this setup from scratch and it performed excellently at first. Later, I changed the operating system to an OEM version for compatibility reasons with a future upgrade plan. Unfortunately, my graphics card ceased to appear during operation. I suspected the issue was related to the motherboard’s PCIe port. Testing with a different model resolved the problem. In another build, a brother used the 4070 Ti and it also failed. Despite power indicators lighting up during startup, the display remained blank when connected. I found a solution by connecting the HDMI directly to the video card, which then worked.

You forgot to mention the make and model of your PSU. If it's recycled from an older build or purchased used, include it's age.
Using the iGPU, can you check to see what BIOS version you're on for your motherboard?
I switched my Windows 11 from USB to OEM version
This is actually going backwards, people go from an OEM key to a genuine license key. Please elaborate where you sourced the installer for the OS.

My PSU model is a V1000 Cooler Master RS-A00-AFBA-G1, which I believe I purchased in 2017.
I obtained both the USB and OEM versions from Newegg.
The only reason I chose the OEM version was to pass my USB version to my dad, as I won’t be upgrading my PC and I heard OEM isn’t transferable like the USB one is. He might upgrade his computer later.
