On my GTX 960 the frame rate drops from 30 to 50 while the GPU runs at only 56% and the CPU at about 35%. Even though the game isn’t using full power, I still see low FPS. On Battlefield 4 it’s smooth at 60 FPS, so something else is affecting performance.

I'm experiencing similar problems with GTA 5 after about three months; the game restarts, CPU and GPU temps are low, and performance drops significantly. It's very laggy or spikes for some time, but then it runs at around 60fps like Rise of the Tomb Raider. I have a SSD with GTAV installed, but if you need to fix it, optimizing the SSD is recommended—especially if you're using an HDD, defrag it first.
