I have a flickering issue visible on the video. I’ve removed: the GPU (using CPU integrated graphics), installed RAM sticks one by one in different slots, replaced all drives individually, and rechecked all cables and PSU connections. After a clean reinstall of Windows, it’s stuck in the “preparing your windows” menu due to the flickering. The display on the PS4 and any light spaces in games or websites work perfectly. Flickering began a few weeks ago, appearing only on very light backgrounds such as Counter-Strike flashbang or typical white websites. It doesn’t occur on dark or black screens. It also shows up in the BIOS. I suspect it might be related to the CPU, but I can’t replace it yet. Are there any alternatives to replacing the CPU to troubleshoot?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
You might want to get into Safe Mode and run DDU, to remove all GPU drivers(Intel, AMD and Nvidia) and then reboot the system, manually reinstalling the latest GPU driver sourced from Intel's support site.

Initially, I observed the RAM being placed in incorrect slots. It should have been a2-b2. This wouldn't trigger the flickering problem, though.
I plan to download and execute DDU to eliminate any remaining GPU driver traces before proceeding with the latest installation.

CPU is an intel i5 7600K running at 3.8 ghz, overclocked to 4.8 ghz with a 1.315 voltage; system performed better under that setting due to CPU bottleneck.
Cooler specs are uncertain.
Motherboard is an MSI Z270 gaming pro.
Memory includes two 8gb Corsair 2400 mhz modules.
Storage consists of two Sandisk SSDs (128 & 240 GB) and one 1000GB hard disk from Barracuda.
Graphics card is a Zotac 1080 AMP! Extreme.
Power supply is a Corsair RM650 75-001936, likely more than five years old.
Chassis model appears to be Phantex Eclipse.
Operating system is Windows 11 home activated.
Monitor is an Acer K272HL from 2018, also known as a casual 60hz office display.

I flipped my phone over, the slots are on a2 and b2, but I’ll definitely attempt to run ddu

I’m unable to start secure mode from BIOS; it mentions the system is in setup mode and Secure boot can be turned on afterward. However, I can't tell you exactly what to push during the Windows OS setup because of the flickering issue.

Enter BIOS and revert all configurations to their standard values. Attempt to launch Windows setup once more to check for enhancements. This action will restore the CPU OC settings, so note them carefully before resetting. Have you tested the graphics card again?
