He has a Dell OptiPlex 7050 set up for gaming with an EVGA GTX 970. The riser cable was connected to the GPU, which is powered externally from the PSU. There are short circuits in the power supply and the PCI-E x6 connectors, and the fans/GPU weren't working properly after a recent move in. Despite trying a fresh installation and reinstalling drivers, the issue persists.

Turn off the GPU. Attempt to start the PC without it, then reconnect and try again.

You're stuck with the system? It might be the power supply unit in your Dell that's failed. Have you attempted to reset the CMOS by removing the battery or adjusting the jumpers? If so, you can use standard ATX power cables to connect to the Dell's proprietary setup.
