The PSU appears functional after using the paper clip and fan setup. It raises questions about whether the old CPU might be affecting power delivery to the motherboard, provided the board remains operational. What should be done next?

ok so if there is still no power at all showing on the board (no fan spin?) then unplug just the 3/8 pin cpu power and see if the board shows any signs of life..if it does then you know the cpu power (cpu socket power) is the issue, which would likely mean the board is borked. you have checked all the pins on both cpus and you def have the power switch on the front panel connected?

I verified the power switch on the front panel connector. I didn’t inspect the CPU pins inside the computer at this moment since it’s already there, but everything seemed fine before installation. I considered swapping in a new CPU to see if the system would start, but I’d prefer to examine the motherboard first, as that seems more likely to be the problem.

You're asking about the new CPU installation. It seems you're unsure if the 8/4 power cable was removed from the board, as I mentioned. Let me know if you'd like help checking the connections or testing the board.
