Checking the intel i7-6700HQ with turbo enabled, you can see it briefly hit 3.2GHz during idle but drops back to 2.6GHz when gaming starts. Temperatures stay high around 60°C. To keep the turbo active while gaming, consider adjusting BIOS settings or using a cooler. The stress test shows CPU usage spikes, higher power draw, and still maintaining a minimum of 3.1GHz—so it’s possible the turbo isn’t fully stable under load.

Are there other areas causing delays? Certain laptops intentionally reduce CPU speed to give priority to the GPU, a feature set in the BIOS that you can't change. Verify the device is properly connected.

According to what I understand, stress testing and gaming were distinct activities. The clocks were set lower to help reduce the temperature.

The GPU might be the issue, especially with a high NVIDIA 960M usage. It could definitely be contributing to the performance problems in the game.

bottleneck refers to the element that restricts performance. High GPU usage reaching its limit is one example. This might happen with 960M, but it really depends on the game.

It was EFT, really pushed my GPU. Some more stress tests suggest the CPU also experiences a "current/EDP throttle," but I don’t understand what that means.

It hit the maximum allowed value, causing a reduction in speed.
