I just purchased a Phenom ii X6 1045t but it’s running at 800mhz instead of the intended 2.70ghz. The motherboard is an ECS A780LM-M2 (V1.0). I’ve updated the BIOS, but it didn’t seem to fix the issue or I’m not sure what else should be done after updating.

But I ran a test on Cinebench and the results show 6C/6T at 0.80Ghz AMD Phenom II X6 1045t.
Download CPUz or HWinfo or similar monitoring tools.
I wouldn't rely on Cinebench to accurately describe that outdated hardware. You might even locate an old AMD Overdrive version used for monitoring and overclocking that Thuban.
