BIOS! All set up correctly, activated XMP mode and chose the drive with Windows as the boot device. Everything functions perfectly! CPU temperatures are a bit higher than expected, but I applied less thermal paste this time. Probably not an issue. Build completed successfully! Now it just needs to be sent back to my brother. I wasn't told to stop everything at once. The issue now is that we don't understand the original reason for the problem. It was resolved, but the exact cause remains unclear.
When the cooler sits on the CPU for a while, the thermal paste does act like a glue, and when you're pulling it apart, you can create a vacuum in between, causing the air to push the CPU up into the cooler cold plate, causing the CPU to be pulled out of the socket. It's pretty normal, and it's something I've contended with.
The issue might lie elsewhere. We haven't identified the exact cause yet. It could be related to something other than the motherboard or BIOS. After installing all components, the PC functioned properly before, but now it's not working again. This suggests the problem isn't with the BIOS or PSU, as those worked before and are still present. The situation indicates a more complex cause that we're still trying to figure out.
