So my friend purchased an AB350M PRO4 motherboard with an ARCTIC Freezer A35 A-RGB, but the cooler isn't being detected by the BIOS. We updated the BIOS, watched tutorials, searched online, but still no success. We're hoping you can help us, and the cooler often spins a few times before stopping.

Is it certain that fan is linked to CPU_FAN header properly? Additionally, light won't function with that MB because it lacks an ARGB header and only has RGB, which aren't compatible. Perhaps consider switching to a cooler option that uses RGB if possible. If you have another fan, such as a case fan, connect it to CPU_FAN to verify if the header is operational.
