I plan to perform some undervolting in Afterburner and also use Hwinfo for other monitoring. When activating the feature in Afterburner, the tooltip shows this warning link. Does this indicate that using Afterburner for voltage control while Hwinfo runs could be risky? The same warning appears for "voltage monitoring" as well.

No, it only runs programs to modify settings, HWinfo does not, it just shows. For example, if you have a control program from Nvidia or AMD, keep those set to auto/defaults when using Afterburner for changes.
For monitoring purposes, it might not provide accurate data if several programs access sensors simultaneously, though this is not harmful.
