System functioned normally before trying to install a 4070 Ti GPU. Now it completely fails even after removing it or using another card. It never worked properly at all, just stopped working right after plugging it in. I checked the cords twice to ensure they were secure on both ends.
Specs include an i9-13900k, 4070 Ti, two 32 DDR5 Crucial RAM sticks, B760M Mortar Wi-Fi, a 1000W EVGA PSU, and an off-brand 1TB M.2 drive. During installation, nothing went wrong until it restarted repeatedly when trying to boot with the 4070 Ti. After turning it off and removing it, it still doesn’t boot into Windows or enter BIOS. What’s happening?
Turn off the device by unplugging it and the screen, then hold the power button for thirty seconds. Swap the battery after thirty minutes and attempt to start using the discrete GPU. Regarding your PSU:

EVGA is the manufacturer, while 1000W indicates its claimed power output. What model is it? How old is the unit if it's been recycled?
