I'm not sure if it's the problem—this seems more probable.

Found an odd thread on another site that might... or might not be connected to your issue, just thought it could be worth checking.

check your resource usage. is it related to high cpu usage? i had an update kill my cpu usage and i went through 3 days where sitting at the desktop pinned my cpu at 80%. in the end i just reinstalled windows. give us some stuff to work with and we can narrow it down a little bit. give us a screen shot of the task manager sorted by cpu usage. The conversation covers issues with low FPS after the latest Windows 10 "Anniversary Update." Several fixes are suggested: disabling GameDVR via settings or registry, using alternative streaming services like plays.tv/shadowplay, updating video drivers through Steam or manufacturer sites, and ensuring compatible GPU drivers. Tips include keeping drivers current, checking monitor settings, and considering different rendering options if needed. The overall advice emphasizes performance optimization and staying updated with software.

I changed my display drivers, which appears to have resolved the problem. Thanks for your assistance, even if I missed your reply.
