Hi, your Mac Pro from 2009 is an older model and you're trying to get it working again. The main issue is that when you press the start button, nothing happens—no mouse or keyboard response and a black screen. You've confirmed the GPU works on Windows, but you don't have the original hard drive and only an SSD with no operating system installed. You're also looking for an earlier OS that can run on version 4.1.

Sure, I might start with a single stick.

Consider the question mark screen when your HDD is missing or not functioning properly.

Absolutely, it didn't work with just one stick and not the second one either.

I don't believe it's the PSU; the back fan begins and operates at full speed. This is consistent with the GPU as well—when I used the GPU in Windows, it started with maximum fan speed but then slowed down.

Obtain a copy of the original system disk and execute hardware tests to diagnose the issue.

I’m not seeing a white screen, so perhaps it’s about installing macOS on the SSD and then restoring it to the Mac again?

It could be the PRAM battery on the motherboard that’s worn out, especially since it’s close to the PCIe slots. It might be a coin-shaped battery that’s failing, which could cause this issue. Alternatively, it might just need a reset from the system management controller, and everything should work again.

Are there alternative drives you might consider swapping in, or should I just disconnect the existing one to test if it attempts to start without a drive?

I believe I’ll attempt to modify the PRAM. It worked well on my DSLR, so I’ll give it another try. Also planning to use the other suggestions you mentioned.
