The specifications are as follows:
5900x
3080ti
32gb 3200mhz ram
M.2 Sn850 SSD with 650gb spare
1000w evga supernova PSU
Asus x570 gaming PC
Windows 10

I've been assembling this setup for about two months now. Gaming has been occasional, mainly during free time. I've played Arma 3, Warzone, and Forza Horizon 5. My configuration supports 4K at full settings. Until recently, everything operated smoothly except for a persistent memory leak in Forza, which I believe was addressed but likely caused by the game rather than my build.

About three days ago, after installing EU4, I plugged in the PC and powered it up. The screen resolution suddenly dropped below 1080p on an LG OLED 48" TV. When adjusting display settings, I could only reach up to 1200x720. I suspected the HDMI connection might be misconfigured, so I unplugged and plugged it back in. The issue persisted—resolution remained stuck. The Nvidia control panel also failed to open. TV settings appeared normal. A restart seemed to resolve the problem, restoring 4K at 120Hz without issues for the rest of the day. Initially, I thought it might be a simple update error or a new game installation, but nothing changed after the restart.

Yesterday, when I tried to launch EU4, the PC became unresponsive. After several attempts—opening from the start menu, Steam, and other games—I found everything unresponsive. The only exception was Warzone, which wasn't a Steam game. I attempted a restart, and after that, Steam functioned normally again, though it remained laggy. Eventually, after closing the game and restarting, Steam worked properly once more.

This has never happened before. I've never experienced any game crashes or Steam-related issues since purchasing the machine. The first problem was the random resolution change a few days prior, followed by Steam issues.

When EU4 crashed, my CPU and GPU temperatures were normal—under 50°C for the CPU and around 50°C for the GPU. Task manager showed minimal usage: about 4-5% CPU and under 10% RAM during EU4. GPU usage was around 30%.

I plan to test everything again today to confirm stability. However, I'm curious—could anyone explain what might have caused these problems?

Welcome to the forums, newcomer!
Regarding your system, the specifications are solid and suitable for a build in 2021. Concerning your hardware, what BIOS version is installed on your motherboard? For your operating system, which version of Windows 10 are you currently using? As for the problem you mentioned, does it only occur with Europa Universalis 4? You might want to try uninstalling and reinstalling the game to see if that resolves the issue.
You could also download the newest drivers from Nvidia, use DDU to remove all GPU drivers, then in Safe Mode manually reinstall the latest driver using an elevated command—Right click installer > Run as Administrator.

So the steam problem appears to be resolved and hasn't happened again. However, Eu4 still crashes randomly, possibly around the one-hour mark or 30 minutes into the game. It's also very slow and laggy, unlike when I first started playing. My hardware should be more than sufficient for maximum settings. The unusual part is that after a crash or lag in Eu4, other system parts like display settings or the Nvidia control panel may fail to open. This only occurs during crashes or lags; otherwise, all other games run perfectly.

Bios version: American Megatrends inc. 4021 09/08/2021
SM BIOS version: 3.3
BIOS mode: Legacy
Windows Version: 10.0.19043
Nvidia drivers are current. The problems began after Eu4 was downloaded and installed. Everything else works fine.

Thank you for your help
