Have you attempted to revert the update? Windows simplifies this process, which is why it's becoming increasingly common. I would revert it, then whenever you notice Torch updates, retry the installation. It might be a compatibility issue with Torch, as their development team likely can't match monthly security patches. If reverting resolves the problem, just configure your network as a metered connection—it makes Windows believe you're under a data limit, preventing automatic updates.

I'm searching for ways to fix the stutter issue. If nothing works, reverting might be the best choice. The update process took about 1.5 hours to install and configure... I'd rather skip it if possible.
