Avoid exceeding 1.35v initially, then enable RGB lighting. The coil whine should not originate from your RAM; it likely comes from the PSU, motherboard, or GPU.
I disabled the CPU, case, and GPU fans and placed my ear near the motherboard. The noise is strongest when I put it on RAM, suggesting it might be the RAM. The GPU makes a different whine, especially when FPS exceeds 400. I haven't ruled out the motherboard yet, but I don’t think it’s the issue since the B450 Mortar appears stable. I’ve already overclocked and don’t want to go back to 1.35V. However, turning off the RGB lights seems to reduce or eliminate the noise.
It might be the coils close to the slot pins, but coil whine won't harm your components. If the sound bothers you a lot, switch off the RGB or send the motherboard back for repair.
The RAM could be using PWM. My Razer Chroma RGB keyboard operates via PWM and produces a high-pitched sound when brightness exceeds 10%. I maintain the brightness at 5% to avoid the noise.
