I've been experiencing an unusual issue for about a week now. I'm not sure what's behind it, but I'd like to understand. After using Firefox for a while without other programs, I sometimes notice a fan shutting off or slowing down. When I open Windows 7 apps—like clicking the Library folder on the taskbar—I hear a fan (or something in the PC stops working). It takes around three seconds for the Library folder to launch properly. I've checked everything: my CPU is OCed, power-saving features are off, hibernation mode disabled, and all fans are set to maximum. The only other fans are those on my GPU and PSU. The PSU has eco mode that activates based on temperature, but it doesn't seem to influence Windows 7 performance. The libraries folder is on an HDD, which might be the source of the problem. It seems your HDD might slow down when not in use. Check your power settings for adjustments.

I believe I've identified the issue. It seems my power plan was altered to shut down the HDD after just 20 minutes of inactivity. Fixed! Thanks everyone, it's cool.
