While going through my PC setup, I noticed a "Projects" folder appearing next to system folders like Download and Music. I tried removing it but it stayed in the Documents folder instead. After deleting it, the folder remained empty except for a name icon that didn’t open anything. I checked properties and file paths, but there was no way to access it. I searched the registry for "ThisPCPolicy" hoping to hide it, but only system folders showed up. Anyone have suggestions?

I really don't understand how you managed this. You can conceal it by navigating to properties and selecting "Hiden."

When properties such as read-only cause issues, changing them to hidden usually results in the same problem. This seems unusual. A tool like delinvfile might help resolve it.

Consider rebooting your system. Windows sometimes clears temporary files that disappear after a restart.

I attempted to use the program Winaero but it wasn't located.

I'm sure you've reset it several times already, but I'll attempt again once I'm home.

You might need to grant yourself admin rights or ownership of the file before attempting to conceal it.

The only visible sections for the file in properties are General and Customize. In General there aren't any categories like type, description, or size.
